The development of the joint EC-DG MARE / UNESCO-IOC Guidance on MSP is essential to support the implementation of the Joint Roadmap adopted by both institutions to accelerate MSP processes worldwide. It is being developed with the support of international experts.

MSPglobal International Guide on Marine/Maritime Spatial Planning
The MSPglobal International Guide is the result of a joint initiative by the Intergovernmental Oceanographic Commission of UNESCO (UNESCO-IOC) and European Commission’s Directorate-General for Maritime Affairs and Fisheries (DG MARE) to support the development and implementation of MSP processes worldwide.
The purpose is to assist governments, partners and MSP practitioners globally in the development of marine spatial plans, and to capture the evolution and lessons learned globally on MSP since the first guide was published in 2009 by UNESCO-IOC. A guiding principle in developing the guide was to showcase inspiring examples of MSP for users to consider and reflect upon, which they might apply in their own context according to the resources they have available.

MSPglobal International Guide on Marine/Maritime Spatial Planning Volume 2 – Biodiversity Inclusive Principle
Biodiversity inclusive spatial planning guides the long-term conservation and sustainable use of land, freshwater and sea areas that lead to positive outcomes for the benefit of nature and people. However, its practical implementation remains limited as economic considerations often take precedence over biodiversity. Therefore, MSPglobal has developed a guide to reinforce biodiversity as a key to ocean health and to support countries in answering the call of the Kunming-Montreal Global Biodiversity Framework, namely to implement participatory, integrated and biodiversity inclusive spatial planning.

MSPglobal International Guide on Marine/ Maritime Spatial Planning Volume 3 – Climate-smart Principle
Climate-smart MSP integrates climate-related knowledge but also supports efforts to reduce or capture carbon emissions (mitigation) and alleviate the negative impacts of climate change (adaptation). The process needs to be anticipatory, flexible, and adaptive to remain effective in the face of uncertainty. To support countries in scaling up climate action in the next decade, MSPglobal developed a guide with specific recommendations on how to help develop climate-smart MSP processes.
